A community plan is a public document that contains specific proposals for future land uses and public improvements in a given community. A community plan is part of the City’s  General Plan. Typical elements in a community plan include Land Use, Transportation, Urban Design, Public Facilities and Services, Natural and Cultural Resources, and Economic Development. A community plan is developed through a partnership of the recognized Community Planning Group, the public, and City staff, working together to identify land use policies and recommendations to guide the community’s future development.

Members addressed a need to make information more accessible. Two topics that were brought up were issues with homelessness and zoning. Members were frustrated with the city for not being proactive with addressing the growing homeless population in North Park.

In September 2022, the City Council approved changes to Council Policy 600-24, which defines the roles, responsibilities, and standard operating procedures of Planning Groups. These changes focused on improving transparency, broadening community representation, and reflecting Planning Groups’ legal status as independent organizations, consistent with the City Charter.

Agendas are made available 72 hours before the meeting’s date on the website link. The agenda will include information on physical location, zoom link, agenda items, and other information.


En Septiembre de 2022, el Concejo Municipal aprobó cambios a la Política del Concejo 600-24, que define las funciones, responsabilidades y procedimientos operativos estándar de los Grupos de Planificación. Estos cambios se centraron en mejorar la transparencia, ampliar la representación comunitaria y reflejar el estatus legal de los Grupos de Planificación como organizaciones independientes, de conformidad con los Estatutos de la Ciudad.
